The six elements are intentionally interconnected. Rather than completing one and leaving it behind, each becomes part of the foundation for everything that follows.
As the project progresses, these elements layer upon one another. New discoveries inform the plan. An evolving plan shapes design. Design identifies what must be secured. What can be secured may require the plan or design to evolve. Development brings those layers into execution, while continued decisions and adjustments remain necessary until the project's objectives are ultimately achieved.

PLAN

Design gives greater definition to both what is being created and how it will be created.

DESIGN

Projects can only move forward when the necessary approvals, resources, commitments, and relationships are secured.
Depending on the opportunity, this may include entitlements, governmental approvals, financing, incentives, site control, agreements, project partners, consultant commitments, contractor involvement, or other requirements necessary to advance into implementation.
Secure is where the work completed through discovery, planning, and design is tested against the conditions required to make the project possible.
It is also an iterative process. What can be secured may influence the plan. Approval requirements may affect design. Financing conditions may change timing or scope. New information may require earlier assumptions to be reconsidered.
The objective is to align the critical elements necessary to position the project for development.
SECURE
Bring the project to life.
Develop is where the project moves into construction and physical implementation.
The work established through discovery, planning, design, and securing the necessary resources and approvals now becomes tangible. Construction is coordinated, schedules and budgets are actively managed, project teams remain aligned, decisions are made, challenges are resolved, and progress is continually measured against the project's objectives.
Although the project has entered implementation, the earlier elements of the framework remain active. New discoveries still occur. Plans continue to be adjusted. Design decisions may still be required. Conditions must continue to be satisfied and resources coordinated.
Develop is where the accumulated layers of the project are carried through execution.
The objective is disciplined implementation that protects the project's strategy while moving the work toward completion.
DEVELOP

Achieve is the culmination of the development lifecycle.
As construction and implementation reach completion, the focus shifts toward final delivery, transition, closeout, stabilization, and the realization of the objectives that originally set the project in motion.
